Canada, Japan, Russia Consider Leaving Kyoto

Under the Kyoto Protocol, Canada agreed to reduce CO2 emissions to 6% below 1990 levels by 2012.  Instead, emissions have increased.  Pulling out of Kyoto would allow the nation to avoid paying penalties for missing its targets. 

Part of the blame for leaving is attributable to nations such as China and India who most nations agree need to do more.  Then there is the pesky question of whether or not CO2 is even a proven problem.

Russia and Japan are also considering pulling out at the Durban, Africa meeting running until December 9th.
